Sourcing Decisions Have Long Tails

In most industries a sourcing decision can be revisited when conditions change. In defense and aerospace it often cannot. Qualification takes time and money. Approval bases are specific. Support horizons run for decades. A source selected on price in year one can become the reason a program has a continuity problem in year nine, by which point the alternatives have narrowed and the cost of moving has multiplied.

The organizations that manage this well are not the ones with the lowest unit costs. They are the ones that understood, at the point of decision, what they were committing to: how concentrated the supply for that category actually was, what the source’s position in it was, what would happen if the source exited, and what a second position would cost if it were established then rather than later.

Strategic sourcing, done properly, is that analysis applied before the decision rather than after the problem.

Source qualification

We assess candidate sources against the requirement rather than against a general standard: production or support capability, current status in the category, capacity, traceability and documentation position, continuity outlook, and willingness to support the terms and timeline involved.

Sourcing strategy

We work with clients to set a source position for a category, weighing cost, lead time, continuity, traceability, qualification burden, and exposure against one another. The right answer is rarely the cheapest option and rarely the most conservative one. It is the position the organization can defend to its own stakeholders and sustain across the support horizon.

Category and supply analysis

We examine how supply for a category is structured, where production and capability are concentrated, how it has changed, and where it appears to be heading. That analysis is produced for the decision at hand rather than as general market commentary.

Alternative and substitute pathways

Where a specified source is unavailable, uneconomic, or unlikely to remain viable, we identify what else could satisfy the requirement and what each alternative would involve. Whether an alternative is acceptable is a decision for the client and their technical authority. Setting out the options accurately is ours.

Second source and continuity positions

For categories where exposure is unacceptable, we support the identification and qualification of additional sources, including the assessment of what a second position genuinely costs and what it genuinely protects against.

When Sourcing Analysis Earns Its Cost

Sourcing work pays for itself in a few specific circumstances. When a category has consolidated and an organization is more dependent on one supplier than it realizes. When a long support commitment is being made and the supply base behind it has not been examined. When cost pressure is pushing toward a source change and the second-order consequences have not been priced. When a supplier’s position is deteriorating and the organization needs to know how much time it actually has.

It also matters at the beginning, when a new requirement is being sourced for the first time and the decision made now sets the position for everything that follows.

What is strategic sourcing in a defense context?

Strategic sourcing in defense and aerospace is the process of selecting and structuring supply for a category based on the full set of consequences rather than on price alone, accounting for qualification requirements, traceability, lead time, continuity, concentration exposure, and the support horizon the decision has to survive.

How is this different from procurement?

Procurement addresses a requirement. Strategic sourcing addresses the position an organization holds in a category across many requirements and many years. The two are related, and Nortrane supports defense procurement as well, but the analysis and the timeframe are different.
